The Power of Recalls in Wisconsin
With Wisconsin recall elections looming against four Republican state Senators -- as well as Governor Scott Walker and Lieutenant Governor Rebecca Kleefisch -- the state's politics was thrown for another loop Friday when a targeted senator up and quit.
State Senator Pam Galloway, a Tea Party favorite and one of Walker's steadiest backers in the legislature, announced her immediate resignation from the legislature and her decision not to contest the recall election.
The move had dramatic repercussions:
1. Republicans have lost the complete control of state government that allowed the governor to advance an austerity agenda that was defined by attacks on unions and deep cuts in public education and public services funding -- along with the harshest Voter ID law in the nation, a rigidly partisan redistricting of legislative districts and what critics complain has been a battering of the state's open-government tradition.
2. State Senate Majority Leader Jeff Fitzgerald, a Walker ally who is targeted for recall, has lost his position as the dominant player in the legislature. He now must enter into a power-sharing agreement with Minority Leader Mark Miller, a progressive Democrats who led a historic walkout by his caucus during last year's struggle over Walker's labor law changes. Committee assignments will be redone to reflect what is now a 16-16 split in the Senate.
3. Governor Walker, who has threatened to call special sessions of the legislature to deal with pet projects, will now only be able to do so if he can work with the Democrats -- something he has not done up to this point.
4. If, as expected, the federal courts reject the state's redistricting plan, it could be sent back to a legislature where Democrats can now play a critical role in drawing the maps. That could result in a significant upturn in their fortunes going into this fall's elections.
5. Republicans have lost their premier candidate in one of four state Senate recall elections that are now scheduled for May 8 primaries and a June 5 election. Galloway had raised major money and organized a campaign of consequence before announcing that family health concerns had led her to exit the legislature. Now, Democrat Donna Seidel, a popular former county official in the Wausau-area district and the assistant minority leader in the state Assembly, emerges as a clear frontrunner for a seat that -- if she wins -- would tip the Senate to full Democratic control.
All of these changes were made possible by the recall power, which allows citizens to petition for new elections. This old progressive tool of accountability was used last summer to force a number of Republican senators who supported the Walker agenda to defend their seats.
Going into last summer's recall votes, Republicans held a 19-14 advantage in the Senate. Two Republicans were defeated, leaving the GOP with a narrow 17-16 advantage -- and giving moderate Republican Senator Dale Schultz the power to temper his party's excesses. Now, with Galloway's exit, the chamber goes to the 16-16 split.
After the next round of recalls, it is possible that Democrats could end up with full control of the Senate, potentially by a margin of up to 19-14 -- or, if Fitzgerald is defeated by upstart challenger Lori Compas, 20-13.
Additionally, a new Democratic Senate could sit with a new Democratic governor, as Walker's recall is now all but certain to take place on the same day as the senators.
What has happened is remarkable. What could happen is historic. And the people, using the recall power afforded them by progressive reformers of a century ago, are making it happen.

She was being recalled because the people in her area didn't like that she just hopped on the Walker /Koch brother train to pass these extreme GOP agendas . THE POWER OF RECALL IS A GOOD THING WHEN USED CORRECTLY. ONE THING THAT CONCERNS ME IS HOW CAN A GOVERNOR WHO NOW SEEMS TO HAVE LESS POWER THAT THE STRONG UNION CONNECTIONS HAVE, BECAUSE THIS A JOB ISSUE ALSO. I UNDERSTAND THAT THERE ARE MANY WHO COULD LOSE THEIR JOBS OVER THIS. BUT THE STATE HAS NO FUNDS LEFT TO WORK WITH. MOST FOLKS WANT TO LOOK AROUND THAT. SO WHAT IS THE SOLUTION HERE. SINCE CHINA SEEMS TO BE THE WORLDS BANK NOW, WHY DON'T WE JUST KEEP BORROWING MORE FROM THEM. IT'S OKAY, I'M ALREADY TAKING CLASSES ON ON HOW TO SPEAK THEIR LANGUAGE. WATCH OUT! WE ALL MAY NEED IT.

When are we going to start the Arizona recall? Since Gov Jan-headless-bodies-in-the-desert-Brewer took over by default, we've slid to next to poorest state in the nation; conventions and tourist, dried out; visitors and business, spooked away; unemployment and the deficit, exploded; education and health, ravaged. Tax handouts to the rich've had no effect as business's crossed out Arizona for investments (half of commercial spaces are vacant), and fascist laws've been voted in or proposed by self-proclaimed "defenders of the constitution." We bought a pig-in-a-poke voting in Teapublicans in 2010. Now, the job's to kick the bums out.

Wisconsonites have proven what I have maintained for many years now, however flawed the overall system may be it can be made to still work if the majority realy want it . The Occupyers need to learn this so that they don't waist time trying to re-invent the wheel, so to speak. Conratulations to all involved, and God bless.

I feel that the recall movement in Wisconsin is so important that I donate to the cause, even though I live in California. Taking Wisconsin away from these "public enemy" politicians will show the rest of the Republicans that the American people are not buying what they're selling!

Let this be a message - loud and clear - WE, the People are sick and tired of being downtrodden and pushed around by the GOP bullies, trying to make a "name" for themselves, and force the multitudes to do the bidding of the very few. Enough! There is an election coming up for all of us - WE, the People need to make ourselves heard - to demand we be heard and respected - and to have a major say in what laws will govern US!

An inspirational story for those who believe in the public interest in all countries. Canada's Wisconsin is British Columbia, on the west coast. Our ruling "Liberal" Party has been slamming teachers and unions for years, tearing up contracts and causing deficits through corporate welfare. Furthermore, they have lost constitutional challenges to their contract stripping, and to date have ignored court orders to remedy the situation. I can only hope that we will be able to rescue our public institutions from these tyrants.

I love the idea of Scott Walker and his clones getting recalled. But before we proclaim recall as some sort of new religion, let's remember that it can be a two-edged sword. Here in California, for example, it brought us a dude named Schwarzenegger and six years of Republican misrule.

Interesting how the US government interferes in foreign court cases on both sides of the fence. In this case it was to prevent a pardon of an individual accused of terrorist ties but in the Spanish case it was to prevent a number of former US officials from being charged with war crimes and various ancillary forms of terrorism. I call Obama a gross hypocrite!

You're probably on the wrong post but the term 'ugly American' didn't come about by accident... The standard for centuries now is for Americans to look down their noses at the rest of the world. We are the only country to stomp around the world telling everyone how great we are and how much a shithole their little country is... This is not just politicians mind you, but business people, military and tourists... Watch the indignation anytime a better idea just happens to come from Europe... Conservatives, Christian fundies and Teatards go completely berserk at the supposed disrespect for the flag etc, even by US citizens who simply wish to have an honest conversation about policy...

If we keep our dislike...or might I say intense hatred of Obama to outweigh your common sense and fix the problems in this country....we are ALL going down the toilet. I swear I NEVER heard any of this vile, heinous things about George Bush Jr. and he is the one that got us into this mess. But I never hated the man...I respected his office and his position. Could this visceral attack by chance be because of this man's skin color? You know hatred gives you cancer...uncurable sometimes. Obama does not control every stinking thing that comes out of his office...this is quite clear as he cannot do anything with cooperation of the HOUSE and the SENATE. You know the judicial arms that are the checks and balance system in this country. You remember those guys that have done NOTHING at all to help this country? Because they detest the President. Do you know historically what happens when people do not get along and allow hatred to reign? The whole institute, country, entity...whatever falls apart. We have people problems...stop the hatred, name calling. Come up with some ideas and call your Senator and tell him what you as a citizen would like to see happen....email them...write them...hound them. I do.
