President Bashar al-Assad has increased his airpower with aerial bombings to keep rebels fighting from overthrow him.  The 18-month uprising has continued as the world watches a nation eats itself alive.  International intervention has done next to nothing to quell the destruction of Syria and its citizens.  The rebels have sought refuge in Turkey as the war encroaches into bordering nations.
