The continuation of fighting and battles that have not subsided, therefore the Red Cross is raising the flag for humanitarian law.  Although it will have little effect on the ground, the humanitarian law grants all parties in the conflict the right to use appropriate force to achieve their aims.  War crimes can now be charged accordingly in areas that violate the international humanitarian law.
