Many are saying Chaney is betraying his party.  By law, he is required to implement Democratic President Barack Obama's healthcare changes. The Republican from deeply conservative Mississippi is one of 26 states that sued Washington over Obama's Affordable Care Act.  Chaney and health officials are working together behind the scenes to create a structured market for affordable health coverage.
