A federal appeals court dismissal leaves intact a ruling that found the Trump administration’s freeze on wind approvals unlawful, preserving state clean-energy investments as new data shows renewable power growing despite political and legal headwinds.

The Environmental Protection Agency proposed ending the Greenhouse Gas Reporting Program, which since 2010 has gathered emissions data from about 8,000 large facilities, drawing sharp criticism from environmental groups, former EPA officials, and even some industry voices.

Donald Trump ordered a “temporary withdrawal” of any new federal leasing of the Outer Continental Shelf for new offshore wind projects. 

The impairments of the projects, Ocean Wind 1 and 2 located in New Jersey, will likely be as high as $5.58 billion.
